The Senior Finance Officer is responsible for developing an approach that builds the financial capacity of local partner organizations and staff. Job Purpose

The Project Coordinator (PC) is a full time position. The PC assumes a role dealing with a variety of groups and individuals at Ana Aqra Association in the school setting and in the community.  In this very demanding position, a PC will serve to execute the project work plan in coordination with Ana Aqra Association program director and supporting staff. The PC will coordinate a comprehensive approach to supporting field officers and monitors in the participating schools. The PC will provide a guided plan of work progress, reporting, monitoring the financial requirements and other logistics of the project. The PC will assure quality controlling, scheduling and monitoring deadlines, follow up and amending to stressing needs of situations, and reporting to the program director. The PC will make sure that all required reports and documents requested by the grantor(s) and partners are secured and submitted on time.

Main Duties & Responsibilities

Major Code of Conduct:

A PC is responsible for the coordination of field staff.

A PC is responsible for advising and making educated decisions and referrals.

A PC is responsible to the Ana Aqra Association’s Program Manager under which he or she works.

A PC is an advocate for the field staff and students’ performance improvement.

A PC is responsible to uphold the integrity and the values of Ana Aqra Association’s mission and vision and to the project requirements.

Scope of Practice:

PC provides an important contribution to the project work plan in a variety of capacities.  The following areas are major points in service delivery:

Design and execute an action plan to meet project objectives.

Attend all meetings within the organization and those called for by the partners and grantor.

Collect data from the field staff.

Write required reports by Ana Aqra Association and the funding agency (weekly, monthly, quarterly and final reports)

Orient and advice field staff.

Communicate with schools and program director.

Mediate and resolute arising conflicts.

Contain crisis and manage problems.

Devise a tracking system for all needed documents (financial, scheduling, training, purchasing and event planning)

Compile and finalize weekly, monthly quarterly and final reports.

Specific Duties and Responsibilities:

Working with the field staff:

In order to succeed in managing the project, PC must adequately perform the following points to assist in creating a working relationship with the coordinators/monitors:

Involve field staff in their own field experience by instilling a sense of belonging and community pride.

Explore with field staff factors contributing to success or failure.

Collect and analyze data using objective evaluation forms and tools developed individually and by the Program Director.

Encourage field staff, teachers and supervisors to communicate with each other’s and other school community members to explore future goals, current issues, and other matters of concern.

Coordinate with the financial officer all issues that pertain to the project expenditures.

Follow-up on the timeline of the work frame and reinforce time management and program-requirements to insure success.

Working with Other Staff:

A PC is a member of Ana Aqra Association working staff and community.  In the spirit of collegiality, the PC works with other staff members to promote the project and to assist in the functioning of a professional successful implementation of the defined work plan.

Advocate for field staff, teachers and supervisors with Ana Aqra Association’s program director.

Communicate with field staff, teachers and supervisors issues of professional performance and discipline.

Coordinate and communicate with respective staff all or any logistics of concern.

Consult with Ana Aqra Association’s program director regarding stressing issues and their impact on field officers and monitors, teachers and supervisors’ behavior and performance.

Plan and execute other job functions when necessary to insure the success of the project logistically with impact of quality education on the beneficiaries.

CONTEXTE

L’IECD (Institut Européen de Coopération et de Développement) est un organisme de solidarité internationale créé en 1988 qui met en œuvre des projets de développement socioéconomique en partenariat avec des institutions locales. L’IECD intervient en particulier dans les domaines de la formation et de l’insertion professionnelle, de l’appui aux très petites entreprises et de l’accès à l’éducation et à la santé pour les personnes les plus vulnérables. L’IECD est présent au Liban depuis 1988 et y mène des projets depuis 2007.

Semeurs d’Avenir (SDA), structure créée en 2010, est partenaire opérationnel de l’IECD sur les projets de formation et d’insertion professionnelle.

Suite à la crise des réfugiés syriens au Liban, l’IECD et SDA ont développé des programmes de formations techniques courtes à Tripoli et dans le Nord à destination des jeunes refugiés syriens et palestiniens ainsi qu’aux libanais les plus vulnérables. Les jeunes reçoivent des formations courtes (de 2 à 4 mois) qualifiantes sur le métier de bâtiment, de la maintenance, de l’esthétique et de l’aide à la personne âgée et malade. Le projet favorise le développement personnel des jeunes afin de les aider à trouver une place dans la société et contribue ainsi à la baisse des tensions communautaires en favorisant la coexistence des populations.

IECD et son partenaire SDA prévoient de développer davantage ses activités au Liban dans de nouvelles régions. Pour réussir ces développements tout en garantissant la qualité des projets, SDA recrute un(e) chargé(e) de coordination de formation pour la zone sud du Liban.

MISSION

Sous la responsabilité du chef de projet de formations courtes à Beyrouth, le/la chargé(e) de coordination de formation aura pour mission d’assurer les fonctions suivantes :

1/ En charge de la sélection des personnes bénéficiaires

–          Aider au processus de sélection : communication sur le projet (relations avec les autres ONG, relations avec les personnes référentes au sein des communautés afin de mettre en place des canaux de recrutements), réception et analyse des candidatures (inscription des candidats, vérification des critères d’éligibilités…)

–          Sélectionner les bénéficiaires (les sélections ont lieu durant les 2 semaines précédant le début de la formation et permettent d’évaluer le niveau des candidats et surtout leur motivation ; 20 candidats sont sélectionnés pour chaque formation)

2/ Préparer la formation des formateurs

–          Planifier le déroulement de la formation en articulant les modules avec pédagogie et cohérence

–          Rédiger le programme de la formation et le soumettre à la validation du responsable de la formation

–          Prévoir les équipements nécessaires  dans le respect du budget donné

–          Préparer les outils d’évaluation des formateurs : élaboration d’une grille de satisfaction des personnes bénéficiaires, suivi des formations, capitalisation sur les documents de cours, etc.

3/ Préparation du contenu de la formation en lien avec les experts

–          Préparer les objectifs de la session et son déroulement

–          Préparer le planning de la formation pour les formateurs et le calendrier pour les élèves

–          Préparer le programme des sessions sur le développement personnel des personnes bénéficiaires (à partir du matériel IECD existant)

4/ Organisation et structuration des formations

–          Préparer et assurer le suivi et la réception des commandes de matériels et équipements techniques avant chaque session

–          Préparer tous les documents nécessaires aux formations (telles que les feuilles de présences, les cahiers de transmission, les polycopies des cours ainsi que les évaluations écrites et corrigées)

–          Participer à la rédaction de rapports hebdomadaires destinés à l’équipe et aux responsables des formations (La rédaction des rapports se fait à partir des cahiers de transmissions et des rencontres avec les élèves et les formateurs)

5/ Suivi des formateurs pendant la formation

–          Etre en contact permanent avec les formateurs

–          Assister de façon épisodique aux formations

–          Superviser la qualité des formations (à partir du cahier de transmission, du contact avec les bénéficiaires et du bilan de fin de formation)

6/ Suivi des personnes bénéficiaires

–          Assurer l’interface avec les élèves en permanence et surtout en cas de difficultés ou de problèmes

–          Assurer le Suivi des personnes bénéficiaires après la formation : mesure du taux d’insertion, animer un réseau d’alumnis, etc.

7/Aide à l’insertion professionnelle

–          Créer un réseau d’entreprises partenaires

–          Identifier les possibilités d’emploi et de stage à l’issue de la formation, en lien avec les Bureaux d’Orientation et d’Emploi et en lien avec les associations partenaires et le réseau d’entreprise

PROFIL

Formation : Formation supérieur (licence ou maitrise)

Expérience : 2 à 5 ans, que ce soit dans le privé, public ou dans un organisme de la solidarité internationale

–          Une expérience précédente de gestion de projet  de préférence dans le sociale

–          Expérience de travail en contexte multiculturel

Compétences :

–          Maitrise de l’arabe (oral / écrit) impérative

–          Bonnes capacités rédactionnelles en français et/ou en anglais

–          Aisance de travail sur Excel

–          Compréhension et/ou attrait pour les enjeux d’éducation et de formation professionnelle

–          Bonne communication interpersonnelle, bonne représentation vis-à-vis des formateurs et des bénéficiaires, bon contact avec les jeunes défavorisés

Qualités :

–          Autonomie, dynamisme, force de proposition, proactivité ; réactivité et flexibilité

–          Bon relationnel, capacités à gérer les relations interculturelles

–          Sens de l’organisation, des relations humaines et du travail en équipe
